Assessment of flood recovery, adaptation and resilience from space

Floods pose an extreme threat to societies around the world, and these are being exacerbated by climate change and uncontrolled urbanization. Floods have cascading effects on shelter, transportation, energy and food security, and well-being. Marginalized populations remain the most vulnerable during and after a flood event. It is important to develop effective tools to measure changes related to flood recovery, adaptation, and resilience. Earth observation data can map floods, their impacts, and the changes that occur after a flood. This data can inform decision-making that can result in more just recovery practices.

With the input of experts and practitioners, we developed a flood justice framework that can guide the use of earth observation data in flood recovery, adaptation, and resilience. To do this, we conducted several workshops that brought together people around the world. The first workshop was conducted in Leeds, UK after the Global Flood Partnership Annual Meeting in 2022, hosted by the University of Leeds. A second workshop was held in the spring of 2023 and a symposium in the fall of 2023 at the University of Arizona. The project was funded by the Arizona Institute for Resilience at the University of Arizona.
