Corralitos Project

In this project, we evaluated the impacts of the Solid Waste Landfill Expansion, Transfer Improvements and Equipment Replacement (SCSWA – Corralitos Landfill) on the quality of life of the residents in Las Cruces, and Doña Ana, New Mexico. The solid waste plant was enhanced in 2003 with funding from the North American Development Bank (NADBank). When this financial institution reached its 25th anniversary in 2019, they started to commission research projects to assess the effects of the infrastructure projects they have financed throughout this timeframe. Based on a prior evaluation project we conducted for this funder, we were invited to submit this proposal to assess the effects of the solid waste facility on the people and the environment.

The evaluation involves:
- Scoping – the review of project documents and reports, and information from county state, and federal agencies.
- Quantitative analysis of solid waste data collection and analysis, water quality data, environmental and human health data
- Institutional development
- Qualitative analysis of quality of life, community perception of waste management service
- Analysis and synthesis of project findings.

Findings from this project will help NADBank improve the requirements for future infrastructure projects so that these ultimately enhance the quality of life or US-Mexico border communities.

The full title of the project is “Evaluating the Impacts of the Carralitos Landfill on the Quality of Life of the Residents of Doña Ana County, New Mexico”. It was funded by the North American Development Bank. Funding support was provided by the Udall Center for Studies in Public Policy. The project duration was from May 2021 to August 2022.
